Amy had her hammer since *before* Adventure, ya know. Ever play Sonic the Fighters?
And to be fair, the reason Sega didn't include *every* character as a playable character is because, if you remember, there was a time when *everyone* hated Sonic's friends and wanted the games to be only about Sonic. This is the consequences of that.

And I don't think Sally was ever in the main game's canon, in either of the 2 timelines. Spinball was a tie-in for the comics, not part of the canon.
